Doing nothing is not an option

The Government will soon be announcing Protect Duty. This legislation, and the changes it brings, will enhance the protection of the United Kingdom’s publicly accessible places from terrorist attacks.

Background - In January 2022, the Minister for Security and Borders at the Home Office, Damian Hinds MP, released a report summarising the findings from the public consultation for the proposed Protect Duty legislation that will require owners and/or operators of Publicly Accessible Locations (PALS) to take appropriate and proportionate measures to protect the public from terrorist attack. The Government Protect Duty Bill

UK Government highlighted a substantial number of potential appropriate and proportionate security measures owners and operators of public venues and large organisations might be required to take in order to comply with the new Protect Duty Legislation expected later this year.

Some of the potential requirements could include:

  • Use of available information and guidance provided by the Government and the police to consider terrorist threats to the public and staff at locations you own or operate

  • Assess the potential impact of these risks across your functions and estate and through your systems and processes

  • Consider and implement ‘reasonably practicable’ protective security and organisational preparedness measures

  • Develop a robust plan on how to deal with or act as a result of a terrorist attack.


Requirements for small organisations and venues:

For smaller organisations and venues, this would involve simple low-cost preparedness measures, such as ensuring that:

Staff are trained and aware of threats, likely attack methods and how to respond

Staff are trained to identify the signs of hostile reconnaissance and to take appropriate action

The organisation’s response to different attack types is regularly updated and exercised. Businesses and organisations are adequately prepared to deal with incidents.
